He owns the Republican Party and essentially does as he pleases. If you don’t follow, you are removed by either being fired or funding for your campaign goes to someone who will be a yes man to him. Republicans are too scared to do anything about it as they worry they will lose their congressional seat if they go against him. No Bill is going to happen and the amount of Republicans who say they trust Trump proves it. Which is exactly what Donald Trump wants. Would you rather MAGA/Trump be in charge or the Democrats?

Yes USAID was closed but our mission/aid still remains. It just happened to merge with the department of state (albeit smaller).
The reason was to have more efficiency and accountability vs bureaucrats holding the purse strings. Other words cut the fat and waste.
Counties around the world have been doing the same for years. China did not fill those voids.
