So you are talking about the school voucher system? I am all for school choice but at the end of the day I do not see how that will help raise student achievement within the state worth mentioning. Totally get parents wanting to go to a school that will best help their child succeed. However, this doesn’t not address in my opinion the root cause of poor student achievement which has to do with lack of parental involvement, no discipline, lack of motivation, lack of food, drugs, abuse, violence, and other mental health problems. Going to a new school isn’t going to help these students who deal with these issues on a regular basis. However, it may help other students who don’t have these issues whose education is disrupted constantly by students who have these issues.

When charter schools are run for-profit, to the extent that a company goes public on the stock exchange, perhaps we should focus on the public school system and make it better for all.

Actually, 3 of the worst 10 States have Democrat Governors- New Mexico, Kentucky and Louisiana.
Know what else? The LARGEST CITIES and SCHOOL DISTRICTS in those 10 States are, except for Tulsa & Oklahoma City, OK, controlled by DEMOCRATIC MAYORS and SCHOOL BOARDS, which have terrible records. It’s kinda hard for Monroeville and Andalusia Alabama to overcome lousy performance in Birmingham.
To wit:
Houston& Dallas TX-Dem Mayors, Dem School Boards
Albuquerque, NM- Dem Mayor, Dem School Board. (Dem Gov)
Louisville, KY- Dem Mayor, Dem School Board (Dem Gov)
Las Vegas NV- Dem ( turned to Independent) Mayor, Dem School Board
Tulsa, OK/OK City, OK. Repub Mayors, Repub School Boards
Birmingham AL- Dem Mayor, Dem School Board
Little Rock AR- Dem Mayor, Dem School Board
New Orleans, LA-Dem Mayor, Dem School Board (Dem Gov)
Jackson MS-Dem Mayor Dem School Board
Charleston, WV- Dem Mayor, Dem School Board.

I appreciate all that research into city governments...but it misses the point entirely.
The states are the entities primarily responsible for the maintenance and operation of public schools. The states are also heavily involved in the establishment, selection, and regulation of curriculum, teaching methods, and instructional materials in their schools. Consequently, each state has different standards and policies which may impact the quality of education offered.
Once again, 9 of 10 of the lowest performing states are controlled in the legislature by Republicans; and most have all the state offices.
If they are so concerned about the quality of education in their state...do something. Try to stop finding scapegoats....he went up late, and I was already up there.

The scapegoats are the elected school boards, Bud. States don’t ordinarily insert themselves in there. Except in a case like Houston.
The electorate can change that.
Back to my point about the unable to critical think electorate. Just keep electing the same incompetence over and over."I Got CHAMPIONS in that Lockerroom!" -Stanley Burrell

I also seem to remember the new members of the State Board of Education elected last fall in Ohio had some more Democrat leanings in a non-partisan election. So naturally the Ohio legislature threw a tantrum and moved to take away a number of powers from the Board.

Paul - your source, and/or its methodology, is totally bogus. To say Maryland has the 2nd best school system in the US is totally ludicrous.
"Nearly nine out of 10 Baltimore City public school students are not proficient in math, and about 80% of elementary schoolers weren't proficient in English, according to a recent Maryland State Department of Education report. Meanwhile, the school system has one of the largest budgets in the country."
"In the Baltimore City Public Schools, the four-year high school graduation rate is 69%, the lowest in the state. In addition to the low district-wide proficiency, 23 schools reported zero students proficient in math.
