1. In march of last year, ukraine publicly accepted they would not join nato. They offered to become a non-aligned, non-nuclear state.
2. Putin’s original “justification” was to demilitarize and de nazify ukraine.. claims with no basis in evidence, when that was found out, he started using the nato excuse.
3. Putin illegally took crimea in 2014 and committed war crimes. Our president at the time was a little bitch that did nothing.

There are a few differences.

First, the height of the balloons. The Chinese one was at about 60,000 feet, which is well above civilian commercial air travel. The reports of these recent balloons is that they were closer to 20,000 - 40,000 feet which made them a threat to civilian air travel.

Second, the Chinese one had a payload the size of a few buses. If you shot it out of the sky that has to come down somewhere. If it wasn't poising an immediate threat, why risk having that fall on someone's head. Sure the risk is low if you shoot it down over a rural part of the country, but it certainly isn't zero. The more recent ones reportedly had little to no payload associated with them.

Finally, these latest ones were shot down over water or in uninhabited areas, such as northern Alaska and over Lake Huron. This appears to be consistent with when we decided to take down the Chinese one.
