I think it’s more due diligence and how to construct the contract with unknowns. I expect the offer to come if it hasn’t yet.

I'm sure I'm not the only one who would welcome Miller back with open arms even if the ncaa suspends him for up to a full season. Happy to trade away one season for 10 to 15 good ones.

The legal and compliance diligence that needs to be done is significant. Accept that as fact or not. But it’s necessary for our legal teams to sign off on this.
It can’t just be “South Carolina was willing to hire him, so that’s enough for us”. No, it’s full diligence performed to the satisfaction of our legal and compliance teams.
That would take a little time in this situation.
Id be shocked if Miller hadn’t already paid for a third party (independent) review of his hirability by a known firm that could investigate such matters. Having a law firm sign off on the fact that he’s clean will expedite the hiring. But we would still need time to review their approach and findings.
Not worth it if he’s tainted.
We know this. He knows this. Delay is not reason for alarm
