You are right about that. I misremembered that she was born in Pakistan. However, she came to the US under a visa, not as a refugee. I'm glad you brought up San Bernardino, as those two obtained some of their weapons legally, and others from a neighbor who obtained them legally.

Do you have any information on this being an issue in the U.S.? I haven't seen any stories of the system being strained or ineffective.

No, semi's were not banned. You could still by a semi auto and magazines (no such thing as a clip) of most sizes. The law basically banned cosmetic features and certain big black thunder sticks that terrified ignorant liberals.

You did bring up an interesting discussion here though. That perpetrator had a laundry list of problems behaviorally, socially etc and instead of addressing the problems, the parents chose at some point to just ignore it and wish it away. As a country, something needs to be done about mental health so that people do not slip thru the system. I don't have the answers but something needs to change in that regard.

I disagree, and stand to be corrected. I read the law. It seems that any semi-automatic was OK as long as it did not accept a magazine that held more than 5 rounds for a rife or shotgun. (can't find handguns; might have been 10)
It would seem that would pretty well ban any of the "assault type" rifles people generally refer to. It did specifically name AR's and AK's.
So your standard Glock with a 17 round magazine would have been banned at least for the period of 1994-2004. Weapons owned prior to the law were grandfathered in.
So "most sizes" of magazines that you refer to could not hold more than 5 rounds.
And then it became moot in 2004 and those items became legal again.

The ban was on mags with capacity greater then 10.
The Glock itself was not banned as it is not a fixed mag (>10 rounds) semi.
You could have a Glock and use any kind of mag in it that held fewer than ten rounds.
High capacity mag bans are pointless as a killer can use multiple guns and most mag fed semis can be quickly reloaded.

From the statute:

)(1) It shall be unlawful for a person to manufacture,
transfer, or possess a semiautomatic assault weapon.
``(2) Paragraph (1) shall not apply to the possession or transfer
of any semiautomatic assault weapon otherwise lawfully possessed under
Federal law on the date of the enactment of this subsection.
``(3) Paragraph (1) shall not apply to--
``(A) any of the firearms, or replicas or duplicates of the
firearms, specified in Appendix A to this section, as such firearms
were manufactured on October 1, 1993;
``(B) any firearm that--
``(i) is manually operated by bolt, pump, lever, or slide
action;
``(ii) has been rendered permanently inoperable; or
``(iii) is an antique firearm;
``(C) any semiautomatic rifle that cannot accept a detachable
magazine that holds more than 5 rounds of ammunition; or
``(D) any semiautomatic shotgun that cannot hold more than 5
rounds of ammunition in a fixed or detachable magazine.

Guess I wasn't very clear.
I quoted the statute to address your point that 10 bullets was the level for rifles/shotguns. That wasn't the case. It was 5.

My second point was to address your point of Glock magazines specifically. They most commonly have magazines for 10 or more.
For example, the Glock 17 comes with a minimum magazine of 17, with options for more. I'm going to assume, unless they make 9 round magazines that it would have fallen under the statute.
