For the women this would be my pick. Could be wrong but I believe she was the alltime leading scorer at XU after playing just 3 years.
Carol Madsen of Reading High School received the title of Ohio's Ms. Basketball in 1989 when she averaged 24.5 points per game and was Player of the Year in Division III. As a junior she averaged 22.8 points and made the All-Ohio second team.
She received many local and national honors. Parade Magazine listed her on its All-America second team.
Madsen started her college career at Purdue University but transferred to Xavier after one year and helped turn a mediocre Xavier program into a perennial power. She scored 1,702 points in three seasons.
In 1991-92, her first year at Xavier, she was Player of the Year in the Midwestern Collegiate Conference as XU made its first trip to the NCAA Tournament. As a senior she scored 46 points in a game against LaSalle and again was Player of the Year in the MCC.
Xavier, which averaged just 6.5 victories in the six seasons prior to her arrival, averaged 20 victories in her three seasons and made the NCAA tourney field all three years.

Unfortunately this can't happen under the current Xavier guidelines for jersey retirement. The team must have won 65 percent or more of its games during the players time at Xavier. From the 62-63 season (Thomas' first year) to the 65-66 season (which was cut short due to injury) the Musketeers were 51-54 overall with one winning and one .500 season. He doesn't meet this metric so unless than changes his number can't be retired.

For those who are curious these are the criteria for jersey retirement eligibility:
Eligibility
Must have degree from Xavier.
Must be a member of the Xavier Athletics HOF.
Individual honors and statistical milestones must be among the elite of his/her sport.
Team success at Xavier is a major factor, including championships and NCAA Tournament success.
Team winning percentage during career must be 65% or more.
Professional basketball success after Xavier may be considered. We've come a long way since my bench seat at the Fieldhouse!

I was there when Steve put 50 on Detroit and 45 on the Bearcats. Incredible.
