These vaccines trials have been ongoing for months and it has been known for months that the first ones would start coming out by the end of the year. It's still not going to be until the spring or summer (or later) until there is a large enough supply for the general public.

I think they are also concerned about politicization of the vaccine leading to people not wanting to take it, so they are probably taking significant steps to appear as apolitical as possible. This is doubly true in an environment in which many people were concerned about the Trump administration rushing a vaccine through for political expediency.
