Reading a couple of articles, it appears the NRA and GOP are concerned about legislation involving bump stocks will be constructed in such a way that it would include other prohibitions on firearms. Which would be pretty chickenshit by the repubs. You have a majority. Ceafting legislation that is precise in its scope should be doable and endorsed by more than enough on either side to get it through.

10-13-2017, 08:25 AM #164A new gun control proposal in Congress that is being pitched as a bipartisan bump stock ban would actually ban all semi-automatic weapons in the United States, according to an analysis of the proposed bill.The design of semi-automatic weapons uses the recoil of the weapon generated by the gas explosion in the chamber when a round is fired to automatically chamber a new round, and prepare the weapon to be fired again. Because of this, any parts used in that process would likely be subject to the federal ban proposed in the Curbelo/Moulton bill, since they serve to increase the rate of fire of a semi-automatic weapon. Gas tubes, gas blocks, buffer springs and main springs, magazines, charging handles, ejectors and extractors, and even triggers themselves could potentially be banned under the bipartisan bump stock ban language proposed by Curbelo and Moulton.

The distance between the two sides of this debate is unreal. One side calls for the complete banning of guns, the other is balking at the whiff of a possibility that semi-automatic guns might be outlawed.
EDIT: Everyone complains that Congress can't come together on anything. In reality, Congress seems to be properly reflecting the electorate.
