    Per Article I, Section 2 of the Constitution, Thor is correct:

    United States Constitution

    However, I don't believe there has ever been a Speaker that wasn't concurrently a member of the House.

    Kevin McCarthy (Majority Leader from Bakersfield, CA) is probably the frontrunner to be the next Speaker, although it's anyone's guess if the extremists are able to push through their own candidate.
