The sentence construction is correct; "and was not present" refers to the subject of the sentence...Tarrio.
And like Rhodes, Tarrio never entered the Capitol (which would have been hard to do since he was not present in DC that day).
Great deflection on the point I originally made, many posts ago. Stewart Rhodes was convicted of seditious conspiracy, and was not a tourist.
Despite the massive deflection, I once again answer (perhaps you missed my earlier answers) that I live in the South because I was born and raised here, and I love the locale. Perhaps only those so fortunate understand the connection.
Many, many of my friends (as you might suspect) are Republicans. Some of them are quite rational and can discuss issues without personally attacking others. And of course, some of them can't. I suspect that's true around our country. I do not "abhor" any of them. Many are misguided by consuming only radical right information, by many are also more broadminded and well-informed.
Which reminds me...why do you live in I would think you'd want to move to South Carolina.
(Apparently that's a "legitimate" question to be asked, which should not gather any deflection.)
