The nuclear football changes codes everyday. But that's not what they are saying he kept documents of. It's more a fear of him sharing, or selling, intel. This is a legitimate concern, even if there is a lot of knowledge about the US nuclear capabilities already.

There's no way either he himself or a staffer didn't know that holding on to something like this was not acceptable.
